Education Minister Nurul Islam Nahid on Saturday said ‘best schools’ will not be listed on the basis of results in public examinations to put an end to the competition among the schools.

“It has become easy to score 40 out of 50 due to unfair means,” he told the media while unveiling results of SSC and equivalent examinations.

“We’ll talk with relevant authorities to decide its future,” he added.

Nahid admitted that some teachers smuggled out MCQ papers before the examinations to help students score high marks.

“We’ve received proofs of such malpractice at Borga’s Amtali school and Dhaka’s BAF Shaheen School and College.

“Everyone involved in the incidents will be punished,” the minister said.

Such acts would create a negative impression about the entire teaching fraternity, he said.

This year, 87.04 percent candidates have cleared the SSC and equivalent tests.

Nahid said they had prepared lists of top schools to encourage competition.

“There will be no more top-ten or top-twenty [school] system,” he said. “Those who will do well will be lauded.”

Questions were also raised over Demra Shamsul Haque Khan School and College topping the SSC results list.

The minister skirted a direct reply on the issue.

“Many others are on the list of suspects. As of now, we are assuming that they’ve secured the top spot.

“But we’ll look into it since you (journalists) have raised questions,” he added.

Russia introduces EU 'blacklist'

•

Russia confirmed it has sent to EU countries a list of people who were denied entry into the country, a Russian foreign ministry official said.

"We would like to refrain from commenting on the names of the people who were barred from entering the Russian Federation, although their surnames appeared in some media outlets," he told reporters on Saturday

"At the same time, we confirm that similar lists have been handed to our European partners," Russian news agency TASS quoted him as saying.

Russia recommended long ago that envoys of those countries which imposed sanctions on the former should apply to their consular offices before their trips for specifying whether they are barred from entering the country, he said.

"However, our partners preferred not to do so and asked to notify them through diplomatic channels," he said.

"In line with this, the above-mentioned lists were sent to them."

"Just one thing remains unclear: did our European co-workers want these lists to minimise inconveniences for potential 'denied persons’ or to stage another political show?" he said.

Restrictions on access to Russia were introduced as a reciprocal action against EU sanctions, he said.

"An answer to some European countries demanding an explanation as to why these names were put on the lists is quite simple -- this was done as a response to a sanctions campaign unleashed against Russia by some Germany-led countries of the European Union."

The US is acting more adequately than the EU countries, he said.

"US citizens are blacklisted as well but it should be mentioned that our American partners act more constructively than the European ones," he said

The Argentine skipped superbly past four players in a mazy run after 20 minutes before shooting venomously into the bottom corner of the net beyond keeper Iago Herrerin to claim his 33rd goal in his 50th appearance for Barca in the competition.

Messi has been in top form in the second half of the season and again provided the inspiration for his team who went 2-0 up when Brazilian Neymar slotted the ball into an open goal having been set up by Uruguay's Luis Suarez in the 36th minute.

With the Bilbao defence dozing, Messi nipped in to clip home a Dani Alves cross after 74 minutes.

A flicked Inaki Williams header gave the Basque side a consolation strike with 10 minutes to go before tempers frayed following some showmanship and play-acting from Neymar.

Barca's South American attacking trio have netted a Spanish record 120 goals in all competitions this season, two more than Cristiano Ronaldo, Karim Benzema and Gonzalo Higuain managed in 2011-12 for Real Madrid.

It was also a record-extending 27th King's Cup title for the Catalans who have also won La Liga this season and will meet Juventus in the Champions League final in Berlin next Saturday.

"They pressed us at the beginning but after that we were the better side," Neymar told reporters.

The Brazilian had a goal harshly ruled offside and Suarez had a shot saved by Herrerin as Barca took an early grip on the game.

Messi then provided a moment of genius to unlock the Bilbao defence.

The dazzling forward went round three players out on the wing before evading Aymeric Laporte inside the area and finishing clinically with his left foot.

"Leo is incredible...for me the best in the world," said Neymar. "It is an honour to be part of this team with players that have so much ability."

Barca began to find more openings and a well-worked move saw Ivan Rakitic find Suarez in the area and he rolled the ball square for Neymar to score with ease.

Luis Enrique's team concentrated on keeping possession in the second half as Bilbao flagged.

Deputy speaker asks MPs to do ‘homework’ before taking part in budget discussion

•

Deputy Speaker Md Fazle Rabbi Miah has asked the lawmakers to do necessary ‘homework’ before taking part in budget discussion.

The veteran politician has asked MPs to use the House’s library to prepare themselves for the discussion so that they could put forth their views with facts and statistics.

Miah was speaking at a seminar titled ‘Hearing Lawmakers on Budget’ in Dhaka on Saturday, a week before the commencement of Parliament’s budget session.

Finance minister AMA Muhith is set to present the budget for the 2015-2016 fiscal year in Parliament on Jun 4.

After a month-long discussion in the House, it will be passed on the last day of the current fiscal, Jun 30.

“If you can make a point, I will give you extra time when I will preside over the House,” he said.

“However, I request you to come prepare for the discussion. Don’t deliver speeches without any preparation.”

The Development Media and the Democratic Budget Movement organised the programme.

It was attended by two senior journalists—one from bdnews24.com—besides the lawmakers.

Former Chief Whip Abdus Shahid was on the chair.

Speaking at the programme, Miah also appealed to the members of parliament to take assistance from the ‘Budget Help Desk’.

Miah, who is also the chief of the Parliament’s library committee, expressed his frustration over MPs reluctance to use the library.

“Ours is a very rich library. But I regret to say that many, actually none, of our honourable members use this,” he said.

“A microscopic percentage uses the library.”

He said, “You will find budgets of other countries. Read those. You can propose alternative views when you raise specific questions. Even if the finance minister does not take, prime minister will.”

MP’s supervision on ADP project proposed

Speakers at the discussion also proposed that the parliament members’ be allowed to supervise the projects under Annual Development Programme (ADP).

bdnews24.com Chief Economics Correspondent Abdur Rahim Harmachi appealed to the lawmakers to supervise the local projects.

“Oversee what the project directors are doing, how much of the allocation is spent, what is the progress of the scheme, and so on,” he told the MPs.

He also suggested that budget discussion should be restricted only to budget.

The former chief whip and the deputy speaker of the House also sought lawmakers’ supervision over the projects.

“Project implementation will take less time if we can ensure this. It will ensure accountability,” said Miah.

“Members of the Parliament can play a greater role in local development.”

Abdus Shahid said supervision by the people’s representatives would ensure transparency.

Journalist Khawaza Mainuddin recommended a greater participation of MPs in budget preparation.

Expressing similar views, Jatiya Samajtantrik Dal lawmaker Nazmul Haque Prodhan said, “If the MPs cannot take part in budget formulation, how the people can? Participation of the lawmakers in it should be ensured.”
